package/paho-mqtt-c: fix build on musl

Set PAHO_HIGH_PERFORMANCE to disable free redefiniton as suggested by
upstream in https://github.com/eclipse/paho.mqtt.c/issues/846.

This will avoid the following build failure on musl:
