package/azure-iot-sdk-c: remove dummy value of CMAKE_SYSTEM_VERSION

Now CMAKE_SYSTEM_VERSION is properly set in toolchainfile.cmake, it is
no longer necessary to set a dummy value in azure-iot-sdk-c.
