package/petitboot: fix HOST_PROG_SHUTDOWN value

HOST_PROG_SHUTDOWN currently references a file that doesn't exist. Fix
by setting it to /usr/libexec/petitboot/bb-kexec-reboot, which this
package already installs but doesn't use.
