pkg-cmake: move configuration files out of $(HOST_DIR)/usr

Move toolchainfile.cmake and Buildroot.cmake from
$(HOST_DIR)/usr/share/buildroot to $(HOST_DIR)/share/buildroot.

Build-tested with a bunch of cmake packages.
