perl: use <pkg>_EXTRA_DOWNLOADS

Instead of manually using the DOWNLOAD macro (which should remain an
internal macro), this commit converts the Perl package to use
<pkg>_EXTRA_DOWNLOADS, now that it has been extended to allow full
URLs.
